What is an Energy Performance Certificate?

An Energy Performance Certificate (EPC) gives information on how energy efficient a property is and once created, is valid for a maximum period of 10 years. All homes bought, sold or rented require an EPC.  The assessment measures the energy and carbon emission efficiency of a property using a rating from ‘A’ to ‘G’. An ‘A’ rating is the most efficient, while ‘G’ is the least efficient. The average efficiency grade of property assessed to date is 'D'.  All properties are measured using the same calculations to enable interested parties to easily compare the energy efficiency of a number of different properties.

Why assess the energy performance of a property?

Around 27 per cent of the UK’s carbon dioxide emissions come from domestic homes. As carbon dioxide is a major contributor to climate change, any improvements to the energy performance of a property will help reduce the impact of CO2 on the environment.

The assessment will also contain a Recommendations Report with suggestions on what improvements will improve both the property's energy use and carbon dioxide emissions. For example, this could be the fitting of loft insulation and will indicate the possible cost savings per annum and also the change, if any, to the energy performance and carbon emission rating of the property. By listing the recommendations and the effect of each on both cost savings and ratings, the property owner will be able to make informed decisions on which improvements they may want to carry out first.

It is not compulsory to act on such recommendations, however, it could make the property more attractive for sale or rent by making it more energy efficient.

Which buildings need an EPC?

An EPC is required when a building is constructed, rented or sold.  A building will need an EPC if it has a roof and walls and uses energy to ‘condition an indoor climate’.  

In practice, this means if it has heating, air conditioning or mechanical ventilation it’s going to need an EPC when it’s first built, marketed ‘for sale’ or rented out.

The building can either be a whole building, or just a part of a building, that has been designed or altered to be used separately. A building made up of separate units such as a block of flats, each with its own heating system, will therefore require each unit to have an EPC.
