Another scheme needed to stimulate the market..and yes it seems to be a re-hash of HTB.
lets wait to see the details, but unless there are some safeguards, this could inflate new build house prices artificially and set up FTBs for a nightmare if they need to sell within a few years and find that the property is worth less than they paid for it.
